Is SM Goh preparing the ground for some losses in GRCs?

GE: Ground "not so sweet" for elections, says SM Goh

On 18 April 2011, Singapore's Senior Minister, Goh Chok Tong, has said the issue of rising costs has rendered the ground "not so sweet" for elections. See http://www.channelnewsasia.com/stories/singaporelocalnews/view/1123544/1/.html

Does it appear to voters that SM Goh is demoralised or demoralising his troops before battle? Is SM Goh preparing the ground for some losses in GRCs? Or is he alerting to the public that PAP may lose some seats and therefore will be weaken and thus voters must vote in PAP otherwise leadership will be weaken? Or has there been some feedback from the ground that all is not so well in PAP controlled wards and they are not as strong as they should be?

What are your views? Do you agree with SM Goh viewpoint that the ground is "not" so sweet because of only one reason that of rising costs and not any other reasons? What could be some other unhappiness the ground has thereby resulting in SM Goh saying the ground is "not" so sweet other than rising costs?

Isn't it wonder we are having opportunity now to be able to have some such "A" Level type of General Paper questionings than before? Otherwise our brains will become rusty with lack of use and lack of robust debate or thinking.
